Yes, the Flash Asset Xtra has been part of the default Shockwave download
since February 1998. This version has been frozen into the Microsoft and
Apple operating system CDs and distributed with the browsers... it predates
the Flash 3.0 players by a little bit.
For performance, Flash movies will run a little faster in Director than in
the browsers. However, when you put Flash inside Director inside the
browser, then the browser is the gating factor once again.

Flash seems like the best bet for this. (While it's possible that other
creators of animation tools could write out SWF files, I haven't seen
others do so yet.)
