I and others have been implementing this idea for some time.
This technique is used in the Flash 2 version of Flash Central but the
right frame is Flash but it can be a regular HTML page as well.

You can goto to the Flash 2 version of FlashCentral with a Flash 2
plugin or ActiveX control or bypass the automatic detection and go to
http://www.FlashCentral.com/Splash.htm

The Button technique is detailed in Toggle Buttons with Memory

You can even create a set of buttons that not only display the current
selection but indicate the history of which selections the visitor has
already been to.
