There is a good - though somewhat basic - tutorial on how to create a TV
static effect on the Extreme Flash site
(http://www.extremeflash.com/tutorials/tvstatic.html). The tutorial doesn't
mention that you should set the speed of the clip to at least 20 - 25 fps or
so, so you might want to keep that in mind.

The tutorial provides the static screens to use, and I just realized that
the tutorial author must have created these boxes using the 'noise' filter
in Photoshop. So if you want a different-but-similar effect (like a
'crackled' screen, as you mentioned), you could apply a different filter to
a square in Photoshop then import the graphic(s) into Flash. (Maybe the
craquelure or grain filter. Those are the closest to that effect, I think.)
The numbers counting down would just be text on a separate layer in the
movie clip, of course.
