Illustrator 9 comes with the .swf export option built in. There's no need to
download the plug-in from MM.

does the flash export plugin not work for Illustrator 9?

Why not save the illustrator file as a .swf file?

In Illustrator 9, Use File Menu > Export > Flash .swf file
