I once was in a similar position (in Germany, so laws may vary... ;-).
I was working on a Flash animation on a freelance basis and the client
later on demanded the FLA-files despite our agreement on the SWF-files.
Normally I charge an extra for giving the FLA-files to the client;
normally 2 to 3times the price for the SWF.
In my case, since the client did not want to pay more and threatened to
go to court, I went to a lawyer specialised in media law and got
advice. :) To make a long story short, the client payed my double fee
for the FLA. :)
It all depends on your written contract.
