Two possibilities?
1. Is everything you are trying to edit on the same layer? Use eye symbol
to check by hiding individual layers. For example you will not be able to
paint or fill a series of lines which you have (accidentally) put on
different layers.
2. Have you "Grouped" the symbol elements?
Try "Ungroup"
