So is he actually 16 and wants to appear older or did he use the wrong 
date of birth when he signed up (for whatever reason) ?

In the former case I'd go for the Blue Peter response and get an adult 
to help him :-)

In the latter case, if Google won't let him change it then a new account 
is probably the only way to go.

I can see why they would make it immutable, after all your date of birth 
is one of the few things you can't change about your identify.
