Hi

It should be done through an app, but there are countless examples of pages
- small and large brands - who ignore the FB guidelines.

Google+ had the right idea (imo) in basically saying no to contests/prize
promos - although you do get the odd one or two - FB unfortunately has let
all sorts run amok from like/share posts to tag this to win etc.

As for voting competitions as Facebook - you just never want to go there!

If you're techie minded then it's fairly easy to set up a prize draw page
and host it via an app in an iframe on FB
