If you have an email address for 500 people at property brokers, it's reasonably likely you have some names and some companies. With such a small list it would not take long to work them out.

It's not clear whether the email addresses were obtained by your client doing some business with the property brokers. In which case the 'spam' assertion would depend on your definition of it - and where the businesses were and where the data was used and where the emails were broadcast from etc etc.

If these emails really are non specific (ie info at something.com) and the client has no recent business association with them, or they were obtained by scraping or some other spammy activity you'd do well to advise your client not to email them at all. IMO you wont be doing yourself or your client any favours.

On the other hand, if they were obtained by your client having or doing some business with them recently, I would argue it would not be spam (as they are business email addresses). Under these circumstances, and given the size of the list I would not worry too much who you send them through.

Lastly, if you really believe it is spam, why do it?
