a fairly closely guarded secret for obvious reasons. and it varies from
engine to engine.
I can tell you for sure that NONE of them use "the most matches of your
meta-keywords against the actual content of your pages"
as this wouldn't be a measure of how relevant your page was to the
query, just of the correlation of your page with itself.
