the software used by third-party ad-serving companies *should* have a limit
on the number of acceptable clicks from a single IP address. So, for
example, 30 seconds may be required between subsequent clicks from a single
browser. Clicks occurring less than 30 seconds after the first would be
disregarded anyway.
