IMHO, the only way you can target through e-mail is if the recipient has agreed to recieve the mail. Anything else is just spam and as jonathan pointed out, would be deleted without even being read.

Thanks for your comments, I did not read the initial question and can only agree with your comments on the lazyness/lack of imagination involved in buying a list.

There are plenty of companies who will embed a data capture form(s) on a site and host the data providing ongoing solutions to those people who subscribe. This provides a cost effective solution that will ensure people who visit your site stick - if it is done correctly!
