the public service/commercial split was one that BBC management agonised
over (and rightly so).
the truth is the split was never clear and the top-most management took a
while to grasp some of the frameworks that were needed to analyse it.
political inertia dictated much of what happened and what didn't; in my
view, the commercial beeb team got the raw end of the deal.
there could have been a very simple solution: inside UK/outside UK. Inside
UK fairly obviously is a service aimed at the UK audience which would be
commerce free; outside UK would be a service aimed at forinners with
advertising/commerce. There could be a single content production workflow
(with perhaps and additional slip-process to contextualise some of the
commerce stuff needed for beeb.com) from bbc.co.uk.
Foreign visitors coming to bbc.co.uk would get a commercially oriented site
(we'd track this by doing clever algorithms on IP numbers, with a pretty
high success rate; as well as smart things with routing). UK users (deemed
to be licence payers) would get the non-commercial.
Instead the boundary isn't defined and its the mess we see today.
