I would suggest looking in the Republic of Ireland where many UK and
European call centres are based.

Advantages include:

Highly educated and motivated young people, and many with multi-language
skills
Good nationwide digital telecommunications infrastructure
Government incentives

None of which are true of the UK (except possibly the incentives, but only
if you are one of Tony's cronies). I don't know from personal experience,
but it is probably more cost effective to run a call centre from Dublin that
it would be from any English city, and probably easier to set up and run.
