Active as in a page there which is active and is updated on a regular basis.

Policing can be automatic. If a page hasnt been updated since 1997 then it's
almost certainly a ghost site and not being used. The name holders should
then be notified electronic and by post and, if there is not a response, the
name should return back to the fold.

The problem is everyone and their dog wants a .com. I honestly think the
new proposed domains such as .web should be introduced.
