The idea on its own doesn't stand up, for various reasons.  But, there

is merit if it is included as part of another offering, which is what

schoolmaster.net does.  Aggregated school purchasing is one of the

multiple revenue streams underpinning the schoolmaster.net service.

However, the glue that sticks then together is the community interaction

and the suite of applications we offer that help schools exceed DfEE IT

objectives thru 2003.   It seems to me that 17,000 doubtful business

plans later, the winner was an idea already incorporated as part of an

existing business model..
