Yes.  In order to comply with data protection law (in particular the

obligation to inform individuals of the uses made of personal data),

appropriately sized signs should be placed in and around the area where the

webcam is to be located, notifying people of the existence of the camera.

Someone asked me about the legal implications of putting up a web cam and

effectively acting as a broadcaster: for example, should you have a notice
