Have you tried Engage media in the UK?

I'm just trialling them now for a medium-sized site of ours. They recently
bought Flycast, and they have UK offices and pay in UK�. May be a stepping
stone at least (there doesn't seem to be anyone in between Engage and the
huge players DC, 24/7 etc.)

There's also the Doubleclick Sonar network - www.sonar.com - (although it's
American) for smaller sites that want to be part of the Doubleclick network
but don't have the impressions to be accepted.

I saw something somewhere about http://www.sevbanners.com, but I have heard
no info about them at all.

I presume you've tried Doubleclick UK (has lower requirements than US), I
thought their minimum was 1 million... perhaps they're not taking sites on
at the moment.
