Well, it splits down into two areas:-

1) Getting the tunes, images etc and putting them in a accessable location
(both on the site and near the method of sending them).
2) sending them to the phones.

On the first bit as Steve says most of the images and tunes are really
copyrighted material and its probably only because the companies selling the
tunes and images (and its a hefty markup the cost of sending logos is
roughly 15p each, tunes roughly the same) are small that nothing much
appears to be being done about it.

Of course, the downside of only using non-copyrighted and trademarked
material is that no-one will want it.

As to sending the information you need either a mobile phone connected to a
computer (best bets probably a Nokia 9110i organiser) or a friendly SMSC
with a gateway on the Internet that can accept tunes and images. While we
(yes, folks, yet another new toy) can send messages I'm not interested
enough in sending tunes and logos to investigate that side of things and
after Steve's point I'm even less interested now.
