Banks hold this address info but not online or realtime - usually a fax to
the issuer with the claimed address will get you a 24hr response.
I think I saw Netbanx offering a bureau service of address checking, but not
accelerating the response - presumably they're doing a telephone or fax
check with the issuer and simply 'web front ending' this process.
Address verification is available online with the credit card networks in
the US where you get a response code indicating first line match, zip code
match or both match. This would only be available if you had a merchant
account with a US bank and for US customers.
Experian and equifax are the two UK agencies who hold address information
related to actual transactions, i.e. credit card applications, mortgages
etc. So far neither has launched a simple address check service for
e-merchants, although experian (part of GUS) seems to have woken up a bit
with the orientation toward e-commerce of GUS/Reality. In principle these
two would have the most up to date info outside the banks, but they seem
impervious to the argument that a simple yes/no charged at a few pence to
e-merchants would make them more money than charging banks a few quid for a
full credit report.
The UK electoral roll is available to rent from outfits like capscan. A
positive match here is useful but obviously not connected with the actual
card account.

Hi
We are about to launch a new online product and obviously we are keen to
take every measure possible to combat CC fraud. One idea has been that we
could cross reference billing address submitted against that held by the
card issuer (not by any means fool proof I grant you but .... well worth
looking into at least). Does any one know of a supplier / aggregator of
this sort of information ?
