Personally, I would use Active Server Pages. This is probably the easiest
to get into - server side programming system available for free (since you
already have NT server). There is plenty of good documentation all about.
They should also be running Internet Information Server 4 with at least
Service Pack 3 (SP4 if they want more security). You could also buy
something like Macromedia's new partner that creates ASP with minimal
knowledge from the user (I forget the name and I don't see any mention on
the web site). I think it would be pretty easy to do. You could probaly get
away with using an Access database, unless you expect alot of hits (around a
particular time like valent. day). Then access would start to choke so you
might want to check what DataBase capabilities they have. Hope they have
Oracle or MS SQL. Whenever I have needed DB read/write I have used ASP.

Another option might be ActivePerl. This is probably the best way to run
Perl on an NT machine. There are plenty of free perl scripts out there that
will run on ActivePerl with no modifiacation (other than the hardcoded
variables). I have only used Perl where I could get the script for free and
modify it with my limited knowledge. I have never used it with a DB.

Some people really like python. I have not done anything more than buy a
book on python so I can't speak to that. I am hoping the python developers
keep discussing what they are doing so I can learn from them.

These last two options would probably requires your admin to install the
programs.
