For "What is a common way that FSCommand can work in IE/Win32 but not in a
Netscape browser?" then one way is if the "swLiveConnect" attribute is not
used. Another would be if Java's turned off or not available. Another would
be if there's some difference in spelling between the message and the
function.

I'm not sure if any of these are the case there, but they're the most
frequent ways to achieve that general symptom, if that confirmation is of
help.

(oh, after scrolling down a few screens I see you cited a
window-controlling operation... as technotes advise, some Netscape versions
have prohibitions on how one window can control another, and you can
determine whether this is the cause there through the normal path of first
trying a simpler command, instead of that particular window-opening
command.)
