This really depends on your target audience. Most desktops monitors come set
at 16 bit color as a default and most users don't change it. Power Users
will often bump it up to 24 bit. Older laptop displays will often only be
able to display 256 (8 bit) color so in that situation, 216 (web safe)
colors would be the only (non-dithering solution).
I am a power user, but I design UI for software with 256 requirements. So I
boot up at 8 bit (Windows NT4). Most Flash looks terrible at this color
depth so experiment with the different settings and examine your target
audience and then test on that audience.
