It is true, the W3C (World Wide Web Consortium, the standards body for the
World Wide Web) has proposed a text-based standard called SVG (something
Vector Graphics, the rest of the acronym eludes me right now). While the
text-based standard is important from a scripting and DOM (Document Object
Model) perspective, it does not lend itself well to small file sizes (at
the minimum it would triple or quadruple the file size). As of yet, the W3C
has not defined a binary vector graphics format. It is hopeful that Flash
or a close derivative will become this standard, but at this time it is
unknown.

If you want to see our favorite graphics standard, SWF (Shockwave Flash),
become a recognized standard, visit the W3C website (www.w3c.org) and drop
them an e-mail in support of it!
