I have learned that the seemless starting and stopping of sound clips as
actions with no lag time must happen on frames in which there are no other
keyframes in any other layers. If Flash has to pay attention to details or
events on other layers simultaneously to starting and stopping a sound then
it will have some element of lag. Especially if your flash objects are
intense.
