You didn't specify what screen resolution you're using, but I'm seeing the exact same layout using MSIE 4.0 and 4.5 for Macintosh.  Have you tried simplifying your setup?  It appears as if you're calling a frameset within another frameset; I can't tell for sure, though, as it's rather hard to guess what you're doing.
