I would import them as a single bitmap, keep them a bitmap and publish
with PNG compression if you need them to look real, if you just need
cartoonish teeth, hand tracing each then deleting the bitmap from the
symbol is the most optimal way, creating a low bit image and tracing
that is another way.

Trace the shape of the tooth (or select a traced tooth and copy), fill
in the tracing, make it a button symbol, move the keyframe in the
button from the 'up' frame to the hit frame. This wil give you an
invisible button covering your tooth.
