Impoted bitmaps retain their transparency or alpha channel.
If you import a Gif that has a transparency then the background will be
transparent.
Likewise, if you import a .png file with an alpha channel then that
alpha channel will be transparent in Flash.

Normally, jpg files do not export with an alpha channel. Secondly, you
should not export files in the jpg format if they will be used in Flash
as this degrades the picture unneccessarily. You should use a bmp or
pict file unless you need transparency and then you should use either a
gif or png file. Note, using a png file with an alpha channel is likely
to increase size over a file without an alpha channel
