I rarely do. And almost all Flasher should also set their Quality to
either High or Best to also prevent jagged edges. It is rare that you
should set Quality to Auto-High which is default in Flash 3 (Flash 4
defaults to High) and if you are to use Toggle High Quality is is
required not to use one of the Auto setting since you would be unable to
be sure of the state of Quality if you did.

It isn't generally used, but when used it would be turned on to speed
animattion then toggled back off when the animation was finished.
