Vector based, try doing a shape tween (if you can get it to work right)or draw the out line of one frame then as you add each frame slight distort/change the image until you get the outline you need. Then fill with a gradient.
I did this once, but I did it in Photoshop, used the smudge tool for 4 different images then imported them into flash. They will have an amount of blurring and that would probably be the desire you look for.

I'd like to create the effect that a set of words is on fire or burning.
