FLASH: RE: Building .SWF in .SWFs

Do you know?  Is there not some form of scripting that can be done where a

person could build and save a SWF from an SWF?  We would like to be able to

build a tool in Flash that would build various schematically designs, assign

them various drop target hot spots (w/ values) then save the newly changed

SWF with its new parameters.  Any one have any ideas?  Thanks in advance for

any help.
