There are some things which could match that description that could be in a
particular way: instead of saving out a second SWF, you'd save a set of
instructions which could then be used by a self-configuring movie.

For instance, if the variables include which elements are shown, and where
they are positioned, then a template movie could LoadVariables to retrieve
a data file and then position the appropriate clips according to this data.

This isn't trivial -- it's always easier to make a movie than a
movie-that-makes-a-movie -- but it isn't impossible. A lot would depend on
the actual design, though... there are definitely other projects which fit
the above description where this implementation would not suffice.

Summary: Instead of saving a SWF, why not save a TXT?
