It's a science......usually a preloader is within a scene. It really
depends on what your doing. If you have a movie clip that will be used
throughout the swf. file and its one of the first items you view, it has to
be preloaded.....If it's something you view once, then I would load it and
park it, and use it when needed.

Yes, movie clips only play once completely loaded.

A scene would work, but if your main movie is only 60k,
it doesn't sound like you need a preloader at all. Especially
if it is nearly the same size as the main movie.
