I'm not sure of your exact need, but if it's creation using IK, then have
you looked into Lost Marble's Moho tool?

If you're instead trying to create a Flash application which offers inverse
kinematics within it, then there are a few implementation styles and many
papers. Your situation would presumably use easier equations because you're
working in two dimensions instead of three. Implementations vary with
whether there are firm or progressive or no limits on rotation, how you
choose to handle damping along a chain, the elasticity in a joint, more. A
web search pulls up more than you'd ever want to know about various
approaches... restricting to the .edu domains can help filter the hits.
