Then you've got a lot of excitement ahead. This is a great area to explore
right now. Don't expect much support and help because it's all a bit new.
General considerations based on current work :
Start thinking GPRS as a minimum if you want to include Flash. Don't bother
even thinking about Flash based content if GPRS is not your target.
Also don't forget you need Flash players client side and these are still a
bit rare. You can of course develop your own players. This is currently the
greatest restriction on developing Flash based content in this area.
Clearly identify why you need Flash based content and how it will enhance
your solution.
If you are going to use features like geo location then this is easy as
Flash is a natural answer for geolocation based apps.
A bit generic, I know, but it might help anyway.
