It's possible to achieve that result, although it's not the usual result...
it could come about with highly compressed JPEGs that are set to be
recompressed to Flash's default JPEG compression, for instance.
D'you know if this person has opened up the "Bitmap Properties" dialog and
made sure that "Use Imported JPEG data" is checked? This is how you can
make sure that custom compression from Fireworks or other tools is
respected.
Other than that, the default for bitmaps is set in the "Publish" settings,
in the "Flash" export tab... the default is for "80% JPEG", which implies
that you can nudge down the JPEG recompression if you wish. (This doesn't
have the blurring and edge-retention options that you'd find in Fireworks,
though... for best JPEG results a dedicated compressor is still the way to
go.)
The later discussion about nested clips makes me wonder whether perhaps
they have a few more symbols than they realize, but that's just suspicion
on my part... can't tell for sure from here.
If they're trying to use outside compression, have they confirmed that they
can get this with the "Use Imported JPEG data" option, in a new simple test
file...?
(btw, that "Update" button in the Bitmap Properties doesn't cause as much
comment online as it should... if you've got to use some photograph then
you can edit it in some image-processing tool, come back to Flash and hit
"Update" to get all the changes back into your Flash document. Essentially
there's a live link to any external editor....)
