I have found that the best way to get a realistic image with a small file
size is to trace the image at a low color tolerance, optimize the curves,
and then manually use the eye dropper and fill tool to eliminate close
colors on elements which do not need detail. That is, to fill in areas of
similar color in the hair and clothing while preserving the detail of the
face. Then, optimize curves again. Rather than using the smooth tool in
Flash, I like to go back and manually "curve out" the areas where Flash has
interpreted a curved surface as a straight line.

Of course, all of this takes time.
