Most standard contracts are work for hire which means that you hand over all
work that you do for the client including source materials. If you want to
retain rights or code, etc. you need to specify this in the contract.
Pre-existing code, and materials can also be snatched up by a client unless
you specify before the project begins that you retain rights to existing
materials. There are plenty of design and software legal guides out there
and flash is no different than any of these.

I'd assume that you consider still your efforts to put the file together
using their graphics - and still get a tidy sum for turning over the .fla?
Has anyone considered parameters for gauging how much to charge a client for
such a turnover? I'd almost think there's a set price you can give and (try
to) get.
