Actually, it's pretty easy. Resize your movie to 400 X 267 and then:
1) Unlock all your layers;
2) Select the "Edit Multiple Frames" button on the bottom of your timeline;
3) Select All & scale and move into place. Your MCs will resize
proportionally along with everything else.
