Id like to give you a "client-side" perspective.

If I sign off on a contract for Flash work, I see it as "development" not
art. I would ask for the FLA in the contract. If you are charging by the
hour based on specs I have provided, then I have paid for your time and
would expect the "source" as well, just like C++ or Java development.

If there is going to be previous "art" included in it, then I would expect
that portion to be "locked" somehow, much like a code library, and my rights
limited for that portion -- but also, since I am not paying for the work to
generate it (maybe only minor alterations), I would expect the end cost to
be lower.

If a contractor wanted to charge more for source, I would use that as part
of my basis for determining what contractor to go with (my company sources
work done from many, many countries)and negotiation.

That being said, if I have had a good experience with you, I would
recontract with you for any updates or changes and you would still get my
repeat business.
