FLASH: Is this possible to do in flash?

i have this web site that uses maps a lot.


I need the user to be able to select a country and

then have that country's map come onto the screen. 


Then the user can click on a state or province and the

state or province map come up. From there the state

regions and then city and then ...


My idea is to have a very large map of the country

like 7000 pixels wide then when the page loads this

map will come up at 10% so it looks a lot smaller.


there will be 6 buttons north, west, south, east ,

zoom in, zoom out. When these are clicked the map

either moves up or down, left or right or the scale

changes from 10% to 20 or 30 or 100%.


Im not sure if this can be down with the set property

but im not sure.


Any suggestions please.
