Yes, it's all very doable. I've been working on a similar map (not
online yet -- may never be, at the rate I'm going since I do it in my
"spare time" - hahaha). Keep a variable on the main timeline that keeps
track of what scale level you're at (ie, add 1 when you scale up,
substract 1 when you scale down), and use that to adjust the amount you
bump the map each time NES or W is clicked (it will have to be adjusted
to keep the map from going offscreen when the user clicks all the way to
one edge). It took me a day of pencil-and-paper drawings and
calculations, but it can definitely be done.
