Why not just get different clip art maps of those countries, edit them
as you see fit. Then, get into the provinces, etc. You should be able
to find a rather inexpensive CDROM with all of those available. Then,
you can import into Illustrator and do as you see fit. Export to a .swf
and then you can Flash all crazy-style and be light on file size, too.
