If it's a bitmap image,
1. Get all the lines done first (do it with the square and circle tool or
anyway you like).
2. Now import your image.
3. Break it [Ctrl+B] and paste the lines onto the image.
4. Now just select each region and convert it into a symbol [F8].
If it's a vector image,
1. Get all the lines done first.
2. Paste the lines onto the image.
3. Click on a color in the region.
4. Press [Shift] while clicking on all the other different colors.
5. Convert the selected region into symbols [F8]
