Yes, the media-substitution "Publish" options do do what you want. Remember
though that not all browsers will tell JavaScript what they can do. If
you'd prefer some other JavaScript behavior or routines in there you can
readily customize your own templates... arguments are described on pp248-9
of the F4 docs.
For the "How do I make a Flash-enhanced browser unenhanced again?" I
usually keep some bare browser versions on some of the testing machines
myself... beats going around uninstalling things. (There are technotes on
uninstallation if you prefer.)
