Hi Helen!
Here's what's going on, as I see it.
1. IE/Win is trying to run "Install on Demand", which will d/l the Flash
Player from Microsoft's site. Microsoft built this "feature" into IE to
automatically install ActiveX when needed. You can disable it in your IE
settings so it won't occur for you.
If you want to make sure no users out there get prompted to d/l the ActiveX,
ever, you could also consider omitting the OBJECT tag completely, and having
all browsers use the EMBED tag only. The drawbacks to this would be no
VBScript communication. I'm almost certain that IE/Win's "Install on Demand"
uses the clsid and codebase attributes of the OBJECT tag when determining
whether or not to d/l an ActiveX component. More info is here:

2. The detection HTML templates (Flash x with Image, Ad Banner) are
different. The former does not have VBScript, so it does not detect for the
ActiveX control (IE/Win). Users of IE/Win, viewing a page made with this
template, will still be asked to get the Flash Player.
If you want to make sure that the major browsers (not including Mac IE 4.5
and earlier) all behave the same, and do not prompt for a d/l, use the Ad
Banner templates - they do have VBScript ActiveX detection built-in.
3. I found the TechNote that tells how to uninstall both the plug-in and
ActiveX players:

I dunno why it didn't turn up for you - I searched for "plug-in". Maybe we
should also add "plugin" to the search keywords?
