Netscape Navigator 4.0 and above achieves a faster startup time by
deferring Java loading until the first Java-savvy page appears.

The Flash plugin for Netscape can use LiveConnect, and so will register
Java if it is not yet loaded.

There's not a way within the EMBED tag to tell Java to keep sleeping. The
first viewing of a Java-savvy page in a Netscape 4.0 browser will start
Java.

(Sidenote: The Director engineers found a way to hide the
LiveConnect-awareness of their plugin. This ability is not yet in the
current Flash plugin.)

For your own work, consider setting a Java-savvy page as your startup page.
This will put the Java initialization back at the beginning of the session.
