If he insists on Bitmaps then the larger the image on the screen the
larger the file size no matter what technology is used. Flash 3 does not
handle bitmaps efficiently as some other technologies.

Director sounds like a good option if bitmaps are to be used.
There are various morphing programs that can be used from inexpensive to
professional so what program you use for the morphs will depend on the
type of pixs, the control you need and the programs and or budget you
have.

Flash doesn't do morphing but Shape Tweening which works with vectors
and not bitmaps.

By making them as clean as possible so the resulting morphed images will
compress best.
