I'm also an old Director person, wrapping my head around Flash.  I have Ken

Milburn's Book Flash 3 Web Animation, and although I like it much better

than Darryl Plant's book, it really is rather pedestrian.  It does give a

good overview of things, but had I known about http://www.flashzone.com

first, I'd have learned everything I wanted to know there.

Check out the tutorials on flashzone and other sites mentioned on this

list.  The short answer is yes, with actions and FS Commands.

Once again, RTFM and go through the tutorials everywhere, and you will be

doing this in five minutes.  It's much simpler than Director.

I don't know what you are asking here, but you can start and stop playback

if that's what you mean.
