I typically import all dialog at 11kHz & 16 bits, and export it at 11kHz &

4 bits (3 bits if the project/file size constraints require it).  


With sound effects and music there's more intuition involved, but again I

downsample them outside of Flash to 22, 11 or 5kHz & 16 bits and get them

sounding as best I can and as small as I can.  Then I import them into

Flash, and export them at the same frequency but at 4, 3, or 2 bits.
